Frank Slevin - Independent chair
Appointed as British Cycling's first Independent Chair in January 2018, Frank has held a number of board and senior executive positions across a range of industries. Most recently, as Executive Chairman of House of Fraser and Chairman of Hamleys of London. Frank has also assumed the position of chair of British Cycling's nomination and remuneration committee.
In addition to his recent UK-based roles, Frank has spent significant phases of his career working internationally having been based at various stages in New York and Hong Kong. He was based in Hong Kong from 1994 to 2010, latterly as the Head of Global Banking for HSBC, a role which he then held for the Americas. He subsequently founded Ashgrove Homes, a residential home builder in the Thames Valley, and Novus Consulting, an innovative environmental consultancy. He has been on the board of a number of not-for-profit organisations including the Outward Bound, Pangbourne College, the Hong Kong Society for the Protection of Children and Junior Achievement. He is currently also Chair of the Royal Society for Asian Affairs.
He has a postgraduate diploma in Integrated Environmental Studies from the University of Southampton, an MSc in Exploration Geophysics from Imperial College and a Physics degree from the University of Manchester.
Frank is a keen cyclist, taking part in road and mountain biking, and is an early stage convert to cyclocross.
Nicholas Lumb (Nominated by the English Regions)
Nicholas Lumb joined the British Cycling board after being elected at National Council in 2018. He has been the chairman of the south west region since 2009 and has represented the region as a national councillor since 2004. He also chairs the Federation Commission.
He started racing in BMX before moving to road racing with varied success. Later, he moved to off-road racing and became one of the dominant mountain bike racers in the south west region throughout the 1990s, competing in several world cup races as well as the national cross country series.
He is a national road commissaire and has officiated at many high-profile events, including Tour Series criteriums, national junior series road races and one-day senior events. At regional level, he is also a cyclo-cross commissaire, having been part of the south west cyclo-cross league since its inception. He has organised multiple road races and assisted in cyclo-cross and road promotions over a long period of time.
A qualified cycle mechanic and coach, Nicholas was part of Team South West, which was a junior rider development squad, and attended numerous races abroad to introduce young riders to continental racing.
He works for a large south west-based college training new engineers and helping companies to address skill deficits. Previously, he has worked in the cycle industry and been involved in the development of Cytech mechanic standards. He has extensive experience and a holistic, panoramic view of cycling in all of its aspects.
Chris Landon (nominated by Welsh Cycling)
Having first joined the Board of Welsh Cycling in 2000, Chris is now enjoying his third spell as Chair, having previously fulfilled the role from 2004-5 and 2010-12.
Chris raced at club level in the 1990s and early-2000s as a member of Cardiff Ajax CC, and has extensive experience of organising races in Wales, including multiple road and circuit race championships and the Ras De Cymru five-day stage race.
He has been a Commissaire since 2000 and is a former member and Chair of the British Cycling Road Commission.
Outside of cycling Chris has enjoyed a successful career as a scientist and project manager.
Nigel Holl (nominated by Scottish Cycling)
One of the senior figures in Scottish sport, Nigel Holl joined the British Cycling Board in November 2023, complementing his role on the Scottish Cycling Board where he chairs the Performance and Coaching committee.
Nigel has a wealth of experience working in British and Scottish sport thanks to leadership roles at Netball England, Scottish Athletics, British Athletics, British Curling and UK Sport. Nigel’s experience and track record of leading teams to achieve performance outcomes is unquestionable, most recently guiding the British rinks to gold and silver at the 2022 Winter Olympic Games, the only sport where Great Britain won a medal. As a result of overseeing British Curling’s rise to global superpower, Nigel is now working with UK Sport to help them build a support system for other governing bodies who have a 100% performance remit.
Cycling runs in the family, with Nigel, his wife and two children keen cyclists. His daughter, Jenny, rides for the Great Britain Cycling Team as a tandem pilot, with six world titles and two Paralympic medals to her name. Nigel is a regular competitor himself, racing cyclo-cross, road and track, and also enjoys the occasional outing on the tandem.
Rebecca McNeil (Independent Director)
Rebecca McNeil joined the British Cycling Board in July 2024, bringing with her more than 20 years of experience in senior finance, sport and advisory roles.
Rebecca has held a number of senior roles, most recently including CEO for the Retail Division of Close Brothers plc and COO of Barclays Business Bank, alongside chairing The Finance and Leasing Association and the UK Finance Corporate Committee. Her wealth of experience in finance and digital transformation has also seen her play important roles in the Government’s Scale Up Taskforce and the Mayor of London’s Business Committee, in an advisory capacity.
A passionate road and gravel rider, who counts completing the Dragon Ride amongst her achievements on the bike, Rebecca is passionate about widening access to sport and physical activity and was previously Chair of the Women’s Sport Trust from 2023-24.
James Davies (Senior Independent Director)
James Davies joined the British Cycling Board in April 2022, and also chairs the Risk Committee and Audit and Assurance Committee.
James is an ACA qualified accountant with over 25 years of experience in global organisations. Over 13 of these were in investment banking at Close Brothers and Deutsche Bank. More recently James has held Group CFO positions in public and privately owned digital companies. James is currently Group CFO of Monzo Bank.
James has extensive experience of advising, and sitting on, many global boards with a focus on financial discipline and governance along with value creation.
James has been a keen cyclist all of his life having grown up in the hills of South Wales where racing was a key part of his teenage years.
Lee Gibbons (Independent Director)
Lee Gibbons joined the Board in December 2023, bringing a wealth of experience gained across more than two decades in the sports marketing industry.
Lee has held senior roles in organisations including IMG and adidas, where he led the brand’s sponsorship programme for London 2012, and he is currently Managing Director of Sport UNLIMITED, an insight-driven integrated sports marketing agency.
A highly-regarded global sports executive, Lee has a proven track record of bringing innovation and modernisation to organisations, and working with many of the world’s biggest brands, teams and events.
Andy Cook (Non-Executive Director)
Andy is a lifelong club cyclist who has been a member of British Cycling for well over 40 years.
He was previously a National Chairman of Cycling UK prior to taking up a post with British Cycling to run their new ‘Everyday Cycling’ programme in 2005. During this time Andy joined the UCI ‘Cycling for all’ Commission and became president of that commission for a number of years.
Having competed at a decent level across many cycling disciplines, winning a few national medals and holding some National tandem records with his wife Jacqui, Andy continued to get more involved with the admin side of the sport and has held many regional positions within the organisation and for other cycling organisations including CTT.
As well as being a Regional Road and Track Commissaire, Andy is also a National Standards Bikeability instructor, level 2 Track and Club Coach which involves many hours giving back to the sport that is such an obvious passion.
Andy has been organising national level cycle races since the early eighties which has progressed to organising major National series races, Charity and mass participation events. Whether these are organised as part of his own business or in a voluntary capacity, the overall aim of ensuring that others gain the same joy and pleasure that Andy has from a lifetime’s involvement in the sport and pastime remains the same.
Andy trained as a Naval Architect and spent 25 years working for the MOD looking after the maintenance of the UK submarine fleet. The latter part of the MOD career was spent business planning and performance monitoring.
Julie Watts (Elected Director)
Julie Watts was elected to the Board in November 2019, having previously served as Chair of the Eastern Regional Board and member of the BMX Commission.
Julie has been involved in the organising and running of BMX events since 2003 after first becoming involved in the sport through Braintree BMX Club, and successfully led the club through a number of national race events. Julie also served as the Chair of BMX East for a number of years. As well as this, she is a qualified commissaire and has also served as a race administrator for a number of national and international events.
Julie is an avid leisure cyclist, enjoying regular social rides with family, friends and other like minded cyclists. She brings vital decision making, leadership and organisational skills to the Board, honed in her role as a Senior Clinical Manager, and has over a decade’s worth of experience in clinical and operational management both within the NHS and private healthcare environments.
Scott Taylor (Elected Director)
Scott joined the Board as Non-Executive Director in November 2023 and has been the Chair of the British Cycling Commissaires and Referees Commission for over four years. As a UCI International Commissaire, Scott regularly attends events on the road and track, and has previously organised national level events. Scott was Called to the Bar before moving to the civil service where he was a private secretary to three Cabinet Ministers. He has over 15 years’ experience advising royalty, government ministers, high-profile and UHNW individuals on issues including communications, reputation management, policy and philanthropy.
Nasser Al-Tell (Co-opted Director)
Nasser joined the British Cycling Board of Directors in March 2024. Nasser is a longstanding Chair of CycleOut London, an LGBTQ+ cycling club which has been providing welcoming and inclusive opportunities for riders of all abilities for almost three decades.
In addition to his role as club Chair, Nasser has also been Chair of the South East region for the past two years, a position which he has now vacated to take up his position on the organisation’s Board of Directors. Away from cycling, he has spent more than 30 years working in the engineering and construction industries, overseeing complex, large-scale projects.
Nasser has been co-opted to serve the Board of Directors until the 2025 National Council, following the sad passing of Tabitha Rendall in September 2023.
